The player's unpredictability on the tennis tour - and difficulties with his serve in specific - caused him falling of the top ten and ultimately separating with former trainer Gilles Cervara.
Currently training with Thomas Johansson and Goetzke, Medvedev has consistently advanced in the past month - peaking in a hard-fought 7-5 4-6 6-3 win over Frenchman Moutet.
It is his first title after the Rome competition and first on a hard court from that period of 2023.
Victory also indicates the Russian has achieved twenty-one championships at 21 distinct competitions.
"This marks the first occasion I'm at a competition with my two daughters at once, so to win a championship is really nice," stated world number 14 Medvedev.
"This title is in tribute of my younger daughter my daughter, because the initial championship I won when my first daughter my daughter was delivered was for her."

The player's retrieving approach and regular reactions on the tennis court had prompted some to question if his ability to perform at the highest level was concluded.
Yet the player has implemented adjustments in the past month, attempting to come to the net and compete assertively, supported by an enhanced service.
He fought back from a disadvantage in the opening set against the difficult Frenchman, securing four of the concluding five games to gain the advantage.
The pair traded breaks in the middle set before Moutet, bidding for his first professional victory, seized the initiative to create a third set.
The opponent rescued 4 early-game break points in a close deciding set before the Russian secured a break to fifteen to close out the victory.
Suitably, he clinched the title with a point at the net, with his opponent unable to handle a return after a lengthy match.
